I can't get anything to work exactly as I'd imagined you wanting it to work. I can't promise that it will be of any help but you can find it here and have a play around with it if you want to : The ball rolls down the ramp and the cloth falls over them. I've made a very quick scene with a cloth, a ball, and a ramp object.
